Resolution of the Cabinet of Ministers of Ukraine dated 12.04.2017 No. 257 defines the procedure for the inspection of construction objects put into operation.
Inspection of construction objects put into operation in accordance with the procedure established by law is carried out in order to assess their compliance with the basic requirements for buildings and structures, determined by the relevant technical regulation, and taking reasonable measures to ensure reliability and safety during the operation of facilities throughout their entire period of existence.
The decision of the owner or manager of the property is required to carry out the survey.
Inspection of the facility includes a set of measures, aimed at determining and evaluating the actual values of parameters of the technical condition of building structures, characteristics of the base of foundations, engineering networks and systems (except for technological equipment), which characterize the operational reliability of the object (including ensuring access of persons with disabilities and other groups of the population with limited mobility to reconstructed or constructed residential and public facilities).
According to the decision of the owners or managers of the objects, the inspection of the objects is carried out:
in case of detection of defects, damage and deformations during the current inspection and maintenance of the object, carried out by its owner or manager;
on the basis of acts, compiled by authorized bodies in connection with the destruction of the object due to fire, natural disaster, accident;
for the purpose of checking the technical condition of the object;
to check whether the needs of persons with disabilities and other less mobile population groups are taken into account.
